the city’s Carbon Neutrality Plan (CNP)
In June of 2020, Flagstaff City Council declared a Climate Emergency. This declaration was adopted during the pandemic with little fanfare or public comment. The emergency declaration was then used as justification for approving the Carbon Neutrality Plan (CNP) in June of 2021. This far-reaching plan affects every aspect of life for Flagstaff residents and businesses. Implementing the plan will cost $600,000,000. Despite its dramatic impact and exorbitant cost, the Carbon Neutrality Plan was never put before the voters for approval.
Carbon neutrality refers to achieving a balance between emitting carbon into the atmosphere and absorbing carbon from it. Removing carbon dioxide from the atmosphere and storing it is known as carbon sequestration. To achieve net-zero emissions, all worldwide greenhouse gas (GHG) emissions must be offset by carbon sequestration.
